Solution to the Armor problem

is quite sad that the best sources of armor is stacking something else other than armor.
may be a new armor mastery: If all equiped items are pure armor then % of Armour also applies to chaos/elemental Damage taken. |

armor protection formula should simply produce two defensive values:
1) flat protection 2) percentile protection this way it would work vs many tiny hits (flat) AND vs big chunky hits (percentile). Instead of this silly dynamic and UNKNOWN protection value that you have no reasonable way to reason about (protection value decreases depending on incoming damage rather than being constant and known) without already knowing all damage numbers from bosses in the game.
