Latency jumps around, causing constant annoying jitter

I sampled a couple WinMTR traces. Can anyone assist with where along the way the issue(s) lie(s)?

I actually did cycle the router just before these.

It seems to be worse at primetime (both these traceroutes are at primetime).

Are you sure the issue is at my router? The initial loss listed is 1% but it rounds up. It's only 4 packets out of 1531 = 0.26%. There's no way that can be causing the insane jitter I'm getting, surely?

For comparison, here's a traceroute outside of primetime, with more lost packets at my router. Yet it's a night and day difference, no jitter.

I switched from wifi to ethernet. Much better, but still getting crazy lag spikes during primetime. Where lies the problem here?

Could you test with a VPN (Proton's free plan should be fine), and both show us a WinMTR log created while using it and describe what you observe in-game while using it?

I forgot to follow up. There's been no change in the 4 months since.

Tried with VPN, exactly the same issue. Extremely jittery gameplay on Lockstep to the point of being unplayable most of the time (if I value my XP anyway).

I recorded a short video of the in-game latency, it's especially obvious in the 2nd half, but it's problematic throughout. https://youtu.be/0aI11k6WtQ8

Are you using an Ethernet cable or WiFi?

There's a problem on the very first node. Is it the WiFi? Too much latency, jitter with packet loss.

Ethernet cable. As above, I started out on WiFi but it was truly horrid. On Ethernet it's a lot better but still not really playable.

What does that mean to a layman, how do I solve the problem?

a) Too much traffic in the neighborhood, contact the ISP.
b) Too much traffic on my connection, contact my landlord.
c) A problem with the cable modem, contact the ISP.
d) A problem with the router, contact the router manufacturer.
