First 2 Atlas points cannot be allocated into the tree

As of right now, I have 4 atlas points I can not apply to any of the trees. I just got a book on my last map, opened it, got the points and they will not apply.
Yes I have tried all the trees, multiple times. Please fix Thank you. |

Same here - 2 point can't be allocated. Refund points doesn't help.
