Shock Nova repeats do not seem to work

I have annointed shock nova special on two rare rings but I do not notice any repeats or AoE increases when using Shock Nova Mk1-3. I have run multiple maps and swapped my rings in multiple slots and im unsure what the issue might be, or if something else on my character/atlas tree can disable annoints.

Normal amulet annoint works well (sione's ambition, i used infused flesh before and that also worked).

Character name is PickUpYourBrush.
I am using Ritual Bloodline on gladiator. Equipment screenshots below:
