Make a setting such that skills are "attack without moving" by default

It's so annoying in both Poe1 and Poe2 to switch this. I sometimes forget to switch "attack without moving", and then wonder why my character behaves weirdly.

There should be a setting. Arguably it saves just a few clicks, but those saved clicks will make a game feel so much better.
