Eagon's Map Device locked to 3 Slots

Title. Itemized memory threads utilize Eagon's map device to open them, which is permanently locked to only 3 slots (4, but the map occupies one of them) despite completion of the Atlas.

Assuming this is a bug, because previously (3.27) he utilized the upgraded version of our Atlas device rather than the invitation style similar to Kirac.
