Hi Exiles, i was wondering how to get this modifiers on orange text, i attached image, i searching sites and dont get help, or im blind and dont see.

this is an item created during crucible league. the mechanic no longer exist, you can only buy in standard either by mirroring the items or finding someone willing to sell.
