Regularly slideshow instances

Mode: Lockstep Since the start of this league some instances have been extremely laggy - effectively Powerpoint slide shows and it shows no sign of improving. It will slow to a crawl, then suddenly speed up massively, slow down again etc. etc. It is not constant, but it does seem to happen more during EU primetime (around UTC 20:00). One map can be good, the next bad and then a few good ones, then a bad one again. Similarly, I can be running around Delve and then suddenly it goes bad and then the next area is good again (after a load screen). To me, it seems like the issues are processing power on the servers. It looks and feels identical to the day when you (GGG) said you accidentally assigned too many players to a single server. In-game it does show some latency spiking, from 8ms to 40ms, but nothing too major. The MTR also shows no packet loss. I realise the MTR below isn't that many packets, I know. I accidentally overwrote my previous one that had run for more than 100.000 packets. Woops. But I guarantee it looked the same, just with more packets sent. Every time I check the IP of the server I'm connected to (when I have bad performance), it always seems to come back with either 173.233.133.157 or 173.233.133.155 - I don't know how relevant this is (whether you have multiple instance servers behind the same IP or they all have a unique IP). But, I can pretty much tell which maps will be bad if I check netstat when loading in, e.g. I haven't had any issues with 173.233.133.13 by comparison. Which also shows this isn't a routing issue as all three servers are in the same /24 of Servers.com.
