Question about Shaman Skin and Witchdoctor Skin

Hi dear GGG support,
I'm asking for clarification if the Goblin Shaman Skin and the Goblin Witchdoctor Skin are league specific mtx from the store or if they are permanent additions for the foreseable future? They're currently 80 and 90 points respectively and I like them a lot. Wanted to know if I'm able to wait until they go on sale or if they're here for a limited time.
