Add additional functionality/change wording on Bannerman notable

Please add functionality to also make it work when picking up the banner as well. Currently playing bloodsoaked banner bleed build in 3.28 which is probably the most interesting archetype that has been added to poe in a long time.
During boss fights where the arena is the same size as the banners it is difficult or sometimes impossible to leave the banner area meaning you need to pickup the banner and trigger the banner cooldown and lose the banner buffs.
This feels very clunky, if the functionality on the bannerman noteable would just be "Banner buffs linger for 3 seconds when banner is removed" it would improve the clunkiness of picking up and placing banners.
