Can't Shoot Crossbow in Vastiri Outskirts

Not sure if this was new in 0.4 or not but every time I get to Act 2 now the first zone Vastiri Outskirts when I first leave the encampment my crossbow attacks are disabled until I reload a different ammunition then I can go back to my preferred skill but it is pretty annoying. Thank you
