Sprectre summons and Dark Monarch

Using the perfect judgemental spirit spectre it was able to summon its own minions while i was wearing dark monarch. Recnently changed a few things to swapped to gilded exarch (after about 5 maps trying to find one), but it does not seem to be able to summons its own minions. Any idea what is going on?
