Vendors sell their wares based on the area they are in, instead of the level of your character. This isn't clear. For instance Alva is outside of the temple, shes there from a low level to high level- I'm not sure when she caps what she sells; but at somepoint... level 35ish I'm guessing, shes irrelevant for purchases. Vendors should sell what is relevant for your character level. I understand there are limitations depending on area for functionality- well, I know its there, I suppose I don't understand why. For instance Dori outside of the temple can't disenchant- or sell maps. The maps makes sense, the disenchant doesn't. Obviously there are cases where the vendors have to differ, but that should be functionality enable/disable based, on conditions. Not static. loot has always been based on area level, if it was player level we would get level 95+ gears at some point which would be very good but unanecessary power imho.

I believe during campaign vendors in towns sell their items based on character level, but there is a cap at how high those base items can go. This goes for level requirement of the items sold.
If you are doing lets say 'city of seven waters' in act2 which is about lvl 22-25 zone depending of the order you complete those mid act2 zones. If you are at the same time lvl28 character, vendors will have base requirement level 28 items on the shop. (This is the way i usually get my new weapon upgrade, like steelpoint quarterstaff which has level req of 28.) The caps for acts are: Act1 = 1-15 Act2 = 16-32 Act3 = 33-44 Act4 = 45-53 Interlue acts 54-64 After campaign vendors sell lvl65 gear and never higher than that lvl req. (Note that 'level requirement' is not the same as 'item level') These are also breakpoints for some affixes on items, for example on boots to get movement speed you need the following item level: 10% = 1 or higher (during act1) 15% = 16 or higher (during act2) 20% = 33 or higher (during act3) 25% = 46 or higher (during act4+interlue) 30% = 65 or higher (after campaign) 35% = 82 or higher (endgame affix) |

Not 100% sure about that, happens sometimes that i gamble at Finn and i get gears i cant equip because they are higher than mine, yeah there is most likely a range like you said to keep some balance and it makes sense too and this bring me back to why i said gears level is based on area's level (for that particular zone/act). Actually Gwennen sells level 79 gears once you play ws T15, so does Rog (not completely sure but at least 2 vendors do sell items based on area level you're playing, took a lil break so cant remember) |
