bladefall of tarthus + arcane surge not working

as titled tarthus does not trigger arcane surge even though the in game link does show that it should work. atm the sruge skill requires 121 mana to trigger and my bladefall of tarthus drains 200+ mana every second

Upfront costs are all costs that are not paid per second.

upfront cost and effects it says how its worded is seems like it should work. and the gem window shows it working with tarthus so seems odd that it does not

Arcane Surge works with it, but Bladefall of Tarthus can't trigger Arcane Surge itself, as it has no upfront cost. However, if you get Arcane Surge from another source, Bladefall of Tarthus will receive % more Spell Damage bonus from Arcane Surge.
