Blight encounter chance too low

Hey guys, I’m playing in Ruthless mode and have taken all Atlas passives that increase the chance for Blight encounters. In total, I have a 360% increased chance. Now I’m running T9 maps, but so far I’ve only encountered Blight once. Looks like chance it too low. Could someone help me understand what might be wrong?
