The State of Harvest T4 Seed Boss Phasing ( Been since Harvest Release, Mostly Yellow and Purple)

Sometimes Harvest T4 Seed Boss do not go into second phase, going around using skills for ~ 3 minutes.
Mostly Happens on Yellow - Purple T4 seed Boss, first when it happened i always thought it's because of Minion Taunt or limited space around Monster, but i did so on Ascendant PhysDoT, Occultist DoT builds, Elementalist DoT Builds, Lightning Tendrils Inquisitor and Elementalist, point is build doesn't matter, they just do moves and you stand there "Waiting".
Only way to break it is to wait, get further than 1.5 screens away, or leaving area completly.
