Why is "The Union" Div Card not dropping?

Since Gemcutters are so expensive now in Mirage i wanted to farm me some Gemcutters with Union Cards in Cemetery. The Card is still listed on the Atlas with no map tier restriction. But after many runs i questioned myself. I looked up the currency exchange, no stock. I looked up the market...NOTHING

uhm i am confused. is the card gone without them telling us? have i missed this info somewhere?
