Make Atziri fragments stack to 20

Fragments that are not meant to be 1-off items used in the map device should have a standard stack size, and since scarabs are 20 max, then the Atziri fragments should be 20 as well. Is there any good reason that I'm not considering why this shouldn't be the case?
