Polaric Devastation's Covered in Frost: Applicable to bosses?

Can a freeze duration be "zero" and trigger this ring's Covered in Frost? Say I have 100% crit chance, so I technically "always proc freeze". But a boss has twenty trillion HP because it's some Uber boss, so I'm not gonna be able to hit a damage threshold for a visible freeze.

Am I going to be able to cover them in frost with Polaric Devastation? Or no not really?

I think you will actually need to freeze them. Freezes of less than .3 seconds duration get discarded.
