Game crashes when loading into a new zone for the first time

Hello!

I have been battling with PoE 1 this whole league, I've changed all of my settings and my renderer many times. I have clean installed, validated files, checked NVIDIA, all the east stuff.

I even moved installation to different drives to see if it mattered, so far it hasn't.

I believe there is a shader issue, as it for the most part only crashes when seeing something new for the first time. (Very slowly getting better over time, I had to unlock harvest colors one at a time lol)

I have tried deleting the shader cache folders and letting it start fresh in case something was corrupted, but it didn't prevent crashes just let it load very slowly at the start.

My current best working settings are:
DX12
TBuff off
AA Qual off
NVIDIA DLSS
Trilinear
Multithreading on (sometimes off is better, seems weird)

32gb RAM
Processor Intel(R) Core(TM) i7-14700KF, 3400 Mhz, 20 Core(s), 20 Logical
Graphics: NVIDIA GeForce RTX 4070 TI SUPER

I have spent about 22 hours troubleshooting the issue, I have tried every combination of settings.

I have done clean installs of PoE on steam, client, all drivers, anything I could think of.

Event viewer crash logs usually point to dx dll or urc dll crashes, this doesn't happen with any other game.

I have disabled all overlays and closed all programs including steam and discord, uninstalled the nvidia app after a clean install
