dual staffs

Im playing a spark build with Sigil of power. I just upgrades staff#1 had +5 all skills, now +7 lightning skills. Staff#2 +6 all skills and Sigil of Power on it.I want all light skills thru #1 and the rest thru Staff2. Since I changed #1, #2 box is now red, says "cannot use item, stats will be ignored". I can still use SOP sometimes if I go to k&m and tinker a bit but level is 18 instead of 24. COC, meteor, frost bomb, mana rem, are all 6 levels lower cause I can't use weapon set 2 on them. I can set weapon set 2 on all except SOP. More than enough str, dex and itell. If I remove staff 1 SOP staff is fine. Also pc player on controller. So lost, please help.

tyvm!! Could only have +1 to all skills on 1 staff, 1 time. Had +1 on both staffs.
