Rotten Bulwark from the new "The Broken Elegy" unique giving lower bulwark values than advertised

I wanted to try this shiny new stick, as I thought its quite interesting, however I'm not sure its abilities are working correctly.


Specifically, the amount of bulwark I'm receiving is lower than what I should be getting. Maybe my math is wrong, but this seems pretty straightforward.

The one I tried out has the max roll mod of 9%:

"

"When a nearby Minion dies, gain Rotten Bulwark equal to (7-9%) of its maximum Life"

I made some zambos using the included Ceaseless Flesh ability, who have a max life of 14985 in this example.


However, when one of them dies, I only get 886 bulwark:


9% of 14985 = 1348 (not 886).
886 is closer to 6% (5.91%, more specifically).


Am I missing something here or this bugged?

There is also a display error going on with bulwark.
Mine said:

I tested it and it is not a 4M dmg barrier. So it functions properly but doesn't display right.

Just tested this again, still doesn't seem to be working right.

Repeated the same test as above, where a minion with 19602 life died.
9% of 19602 = 1764.
The Bulwark I got as a result was a 1159, roughly 5.9%.
