Cannot gain frenzy charges on Reliquarian

I have setup a Reliquarian in the new mirage league and I do not have the terminus est node yet, however I am wearing a terminus est and I am not generating frenzy charges on my strikes. I have tried using flicker striker of power and cleave to generate charges. My flicker strike of power is perpetual on bosses/rares so I am definitely landing critical strikes.
