Your screenshot very clearly shows that that particular Mastery hasn't been allocated.
That combined with the text being grey is proof you're attempting to refund the wrong one. You allocated "Minions have 20% Increased Cooldown Recovery Rate" on the Mastery node next to Enduring Bond; not next to Gravepact as you appear to believe.
