Loading various different things is killing my enjoyment of the game

So I have a slight problem with my Path of Exile currently. Two different ones to be exact that are slowly killing my enjoyment even though it is my favorite game.
I know that the game requires better and better specs but mine are not yet outdated, here they are:

System Type 64-bit operating system, x64-based processor

The game is installed on the first one SSD Samsung 970 EVO Plus and I am using DirectX v12.

Vsync: Off
Triple-Buffering: Off
Upscale Mode: NIS
every other setting in between on the lowest possible.
Dynamic Culling/Resolution: Disabled
Engine Multithreading: Enabled

Problem 1: Loading Screens
Loading screens take forever (30s on map or mirage load and up to 2min for a town load) which doesn't make sense. I hear people walking around after mere seconds, abilities or minions and even my own portals opening up when I die in a map and reload into my hideout but the loading screen takes 20 more seconds or longer for a town.
Update: I hear someone loading into my hideout and buying stuff from Faustus while I am in the loading screen.

Problem 2: Invisible enemies and attacks
If dynamic culling would be turned on that would make sense, but it is turned off. Many attacks aren't loading in properly same as enemy models. I can currently only provide a small example from harvest enemies with bad quality (sorry about that) but in the Chambers of Impurity boss fight his crusader model does not load for a looong time. His attacks (the laser for example) is invisible as well as his statues that he spawns around him. The slaps that send forth projectiles invisible. I cannot dodge what I cannot see. So I die and end up in at least 1min timer until I can go back because of the loading screens.

Those 2 problems are currently killing my mood to play the game. I have tried probably every setting combination at this point, my drivers are up to date. I even reinstalled the entire game twice to check it on both drives after I cleared the cache multiple times.

Update: I will send new pictures in the Imgur comments if I get new ones.

Update 12.03.26: I am not sure why but it seems better now? I did not change anything but the loading times are drastically lower.

I have the exact same issues, have had them since this league's launch, didn't have these problems in 3.27 at all.
