Eater of Worlds not showing in atlas

As title says, i can pick maven and searing exarch, but there is no Eater of words, i get envoy usually on maps, i talk to him doesnt give me anything

I found that you must select the Searing Exarch icon on the map device and run maps with it on, to get the quest for the opposite one. Its not very intuitive, I spent most of my time with the Maven selected so it didn't show up for me either.
