Map Device opens Atlas and cannot start maps during “A Call to Arms” quest

When I interact with the Map Device while the Atlas quest “A Call to Arms” is active, the game immediately opens the Atlas screen instead of the Map Device interface. Because of this, I cannot place or activate maps from the Map Device
