Cant open maps

Ive killed kitava and tries to talk to kirac, but he dosent give the map when talking to him , niether does the atlas open up its just gray so i cant add a map into the device :(
what am i missing ? even tried killing kitava 2 times and redo the process, looked multiple older videos of people reachiog endgame and done 1:1 but still maås dosent open nor does the map device appear in hideout nor on the shore ..

something new i misswed that also needs to be done ? talked to all npc on the shore 50 times

so my quest-mark is on the map-device and not on kirac, i have the quest for him but it never "finish" call-to-arms quest :(
