Boss ability que system is a long standing problem and makes phased bosses worse

The way that bosses que up their abilities and still cast them when they should have phased has been an issue for a very long time. This is still being used on new bosses and with the heavy overuse of phased boss mechanics it creates very frustrating boss fights.
A lot of us really dislike the overuse of phases in boss fights. The recent breach bosses for the league is one of the worst I've had to endure in a while. When the boss should have phased because you got the hp low enough and it continues to hop around immune casting its abilities and damaging you that is not very good design. Phased bosses are an annoying waste of time when you're over geared and its punishing when you're under geared. You get it low enough to phase but now its immune and should be phasing but its going to cast a few cycles of abilities on you and now you're going to have a hard time trying to sustain through that. It also creates the additional problem of thinking the boss should be phased so you stop attacking and try to run around and evade, however its still casting its abilities, maybe you should dmg it further but it doesn't look like its health is moving, however its still hopping around doing stuff. Are you wasting your time attacking it, do you risk attacking more or just keep evading. Hard to know but your time is being wasted either way. Some of the worst offenders are things that you run into often like Izaro or the harvest bosses, but there are several map/campaign bosses that are a problem as well. There has been a focus to try and make boss fights more "epic" Kitava would be a good example of this and is fine for a way to end the campaign. However, when you fight these things multiple times or you start to over gear the fight where you're just waiting around ages for him to go through all his several phases its just not fun. Any kind of long drawn out boss fight like this shouldn't be part of an activity we do with any regularity. Putting Sirus as part of the feared invitation and in memory maps as an example is a mistake. I have a lot of issues with that fight and not specifically just phased related, but the phases often take an annoying fight and make it worse. In summary: Getting a boss to their phase hp threshold should phase the boss, they should not continue to attack you and cast abilities when they should have phased, it should break them out of that immediately. Please just stop using multiple phases for these bosses in general. Any "epic" boss fight that has several phases and multiple forced timed intervals of rp shouldn't be part of any map boss or rotation that would be done often.
