Timeless Jewel allocating keystone

I have recently run into a bug with the Brutal Restraint timeless jewel allocating its keystone even when I do not. This is bricking my build right now would appreciate a fix ASAP. My specific seed is 2314 Asenath. Is anyone else experiencing issues with timeless jewels?
