Extreme network instability, WinMTR log included

I recently purchased POE2, experienced constant rubberbanding and freezing. Immediately assumed it was my PC and returned it. After some researched I realized it was probably network related so I bought the problem to fix. Don't we love buying games to fix before we can play them?
