So how bad is my ISP's routing to the poe servers, I seem to only have latency problems with POE 1 and 2 among the online games I've played, WinMTR pastebin has been included

Same here, Frankfurt. It is instance bound and our ISP is not the issue, since I am able to hold a stable connection in some maps / Areas and then in others or in Hideout having extreme latency spikes.
