[PS5/Witch] Passive Point Allocation error Requirements Not Met

Still experiencing this error on PS5. Passive Point Allocation error Requirements Not Met. Wasted Gold refunding all passive points to reallocate and it still says "Requirements not Met", so I can't reallocate.
