My sceptre doesn't add my plus 4 to all minion skills

My sceptre doesnt add the plus 4 miniin skill. It is only adding the plus 2 to minion skills but not the plus 4 to minion skills. I have the pictures I just don't know how to attach them so you can see.So if u can let me know how to do that I can show you thanks for taking the time out to read this.
