Searching eye jewel 20% dmg 33 ele dmg

I found this blue searching eye jewel with these mods:

1-33 lightning dmg to bow attacks
+20% dmg if you have killed recently


I would appreciate any help on how to value it and should i regal?

I play on xbox btw.
